Police Regional Office 5 holds Seminar-Workshop for Human Rights Officers

As part of the series of Seminar-Workshop for Human Rights Officers (HROs) which are being conducted in all 17 regional offices of the Philippine National Police (PNP) throughout the country in cooperation with the Hanns Seidel Foundation/Germany (HSF), Police Regional Office 5 (PRO 5) held the activity for its HROs on 13-14 June 2011 at the Regional Headquarters, Camp General Simeon A. Ola in Legazpi City, Albay Province.

Sixty-one (61) police HROs participated in the 2-day seminar-workshop representing the Police Regional Office and all the Police Provincial Offices (PPOs), namely, Camarines Norte, Camarines Sur, Albay, Masbate, Sorsogon and Catanduanes. Among the participants were three (3) Police Superintendents,  eight (8) female police officers (13%) and a majority of them are young police officers.

The Opening Ceremonies was graced by the presence of the Regional Director of the Commission on Human Rights of the Philippines (CHRP), Atty. Pelagio Señar, Jr. as Guest of Honor and Speaker, together with PRO 5 Regional Director, Police Chief Supt. Cecilio Calleja, Jr. who gave the Welcome Remarks and the Chief of the PNP Human Rights Affairs Office (HRAO) at the National Headquarters, Police Chief Supt. Clarence Guinto who delivered a Message.

The seminar-workshop was organized and managed by PRO5 Human Rights Desk led by Supt. Enrico Amor and PNP HRAO, and facilitated by police officer-trainors on human rights and the CHRP. It utilized participatory adult education/learning approaches such as PowerPoint presentations, briefings/open forum, panel discussion, case study analysis and a planning session.

The participants demonstrated working knowledge and good understanding of human rights laws and their application to law enforcement, and expressed strong interest in replicating the activity for their colleagues in the different provinces and municipalities. They submitted their respective action plans to the Regional Human Rights Desk for monitoring and evaluating the implementation of the planned activities.

During the Closing Ceremonies, Police Sr. Supt. Virgil Bombita, Chief, Regional Directorial Staff delivered the Closing Remarks on behalf of Police Chief Supt. Calleja. Ms. Maryann Co, HSF Sr. Program Specialist delivered a Message and shared the honor of handing out the “Certificate of Participation” to the participants together with Sr. Supt. Bombita and Supt. Amor.
